The Proposed Community-level National Performance Indicators are designed to tell the story of the community-level impact of community action. These NPIs create a common set of measures to track the CSBG Network’s performance with respect to outcomes achieved at the community level. The NPIs collect data on all of the agency’s outcomes (not just CSBG-funded activities). The NPI information helps agencies and states analyze what is working and identify steps to improve community interventions and results to more effectively serve communities.

TheNEWProposed Community-Level Efforts in Progress Report recognize that community level change often takes multiple years. This report provides a mechanism for CAAs to demonstrate work in progress prior to achieving a reportable outcome. Agencies will report each community-level change initiative in progress to capture important information about community-level work in pursuit of clearly identified community outcomes. Once final outcomes are achieved, they will be reported for that reporting period using the Community-Level NPI report.

TheNEWProposed Community-Level Strategies provide documentation of the strategies used by eligible entities to affect community level change. Local agencies will report on strategies utilized by their agency in order to better tell the story of how strategies and community-level outcomes connect.

The Proposed Individual and Family Level National Performance Indicators document outcomes for individuals and families who receive services. These NPIs collect data on all of the agency’s outcomes related to individuals and households (not just those from CSBG-funded activities). These NPIs will aid in local and state analysis of the relationship between people, services, and outcomes. These NPIs will help the Network in both better managing programs and telling the community action story. The NPI information combined with demographic and service information allows agencies and states to analyze what is working and more effectively provide services and achieve results.

This NEW Proposed Individual and Family Services will aid in local and state analysis of the relationship between people, services, and outcomes, and help the CSBG Network tell the story of what services are being provided to achieve results. These are services commonly provided by Community Action Agencies to individuals and families with low incomes so that they become stable and economically secure. Agencies will report unduplicated counts of individuals receiving each service.

This NEW Proposed Baseline Characteristic Report will provide characteristic and demographic information on an unduplicated count of individuals and households when they first come to us – before they receive service from a CAA. It includes comparable information included in the All Characteristic Report, but will focus on initial intake information only. It is intended to provide a snapshot of what needs drive individuals and families to come to Community Action.

**Please note, we recognize that there will be certain situations where it may not be feasible to collect data. This will be detailed in the reports**

The Proposed All Characteristic Report is similar to the prior CSBG-IS Section G report, and provides a full report on the characteristics and demographics on an unduplicated count of ALL individuals and households served by eligible entities (whether or not funded directly by CSBG or by other funding sources in the agency) during the program year. This will showcase the breadth of lives impacted by Community Action.

The Proposed CSBG Expenditures and Agency Capacity Report is similar to the prior CSBG-IS Section E report in that it meets the Congressional requirement for an explanation of how CSBG funds were used. It describes the total amount of CSBG funding expended during the fiscal year based on categories referenced in the CSBG Act and on agency capacity activities. This section will now allow agencies to discuss investments in agency capacity as well as direct services.

The Proposed Resources of the CSBG Network Report provides data on resources allocated to, administered through, and generated by the CSBG Network. This report provides valuable information on how CSBG funds help support the leveraging of funds from multiple federal, state, and local sources as required in the CSBG Act. This section has one minor change from the prior CSBG-IS Section F report, in that it now includes the number and value of volunteer hours, which was reported previously in the CSBG IS NPIs.

ROMA Next Generation Work Group, 2015


In a joint effort between NASCSP and OCS, the ROMA Next Generation workgroup was convened in mid-August 2015 to inform, advise, and assist in developing the final elements of ROMA Next Generation that will move ROMA to a new level and push CSBG forward to strengthen Community Action. The workgroup will assist NASCSP and OCS in garnering feedback from the CSBG Network on proposed changes and enhancements. The meeting schedule is as follows:
