This event allowed for State Community Services Block Grant (CSBG) Administrators to get in depth training on the various elements of monitoring CSBG eligible entities. It was also a great opportunity for Community Action Agency (CAA) and State Association staff to learn how other States monitor their eligible entities and tips were provided on how to prepare for monitoring.

Day 1: The CSBG Act and Monitoring
Participants were given a brief introduction to the CSBG Act and an overview of monitoring expectations at the State level. Presenters identified tools participants can use to assess their overall readiness to monitor eligible entities as well as best practices States can use when they beginning their monitoring process.

Day 2: Fiscal and Financial Responsibilities
Participants were given a comprehensive overview of the fiscal requirements and financial responsibilities the CSBG. Presenters gave participants a review of the applicable Office of Management and Budget (OMG) circulars, ways to analyze fiscal data, guidance on how to read and analyze an audit report and ways to spot fraud and abuse in an agency.

Day 3: Using Results Oriented Management and Accountability (ROMA) Principles to Ensure Strong Program Performance
Ensuring Strong Program Performance
Participants were given a brief introduction to ROMA and focus on the four core ROMA areas. Presenters gave tips on how to monitor eligible entity implementation of ROMA and how tips on improving the data submitted for the CSBG Information System (IS) Survey. At the end of the day, presenters shared best practices for designing a monitoring process that using the information gained from previous sessions.

Day 4: Addressing Deficiencies and Reviewing Your Current Process
Participants were given an overview of CSBG requirements for addressing deficiencies in eligible entities as well as worked with presenters and other State offices to review their monitoring process and tools.
