The National Alliance for Sustainable Communities (NASC) believes that security is defined by access to both economic and energy resources. As such, any effort to create security must address both factors. To this end, the Alliance researches, designs and evaluates program initiatives in order to promote and take to scale evidence-based strategies for creating economic security, energy security and overall environmental sustainability.

Connie Greer, Board Chair
Connie Greer
Mrs. Greer has been employed by the Office of Economic Opportunity within Minnesota’s Department of Human Services since 1980. During her tenure there, she has provided oversight and management for the Community Services Block Grant, Homeless Shelters, Food Banks and Shelves, Head Start and The Emergency Assistance Food Program. Notably, Mrs. Greer also has experience working at a local level in key programmatic and management positions. Mrs. Greer is currently the Director of Minnesota’s Office of Economic Opportunity.

Vaughn Clark, Treasurer
Vaughn ClarkMr. Clark currently serves as the director of Community Development at the Oklahoma Department of Commerce(ODC). His responsibilities include oversight of the planning of several federal and state programs administered by the Department. Previous to this assignment, Mr. Clark served as ODC Deputy Director and began his affiliation with the Department in 1994 as a planner responsible for the preparation of the state’s Consolidated Plan. From 1981-1994, Clark served as Administrative Assistant for District Affairs for U.S. Congressman Dave McCurdy.

Steve Payne, Secretary
Steve PayneMr. Payne is the Weatherization Assistance Program (WAP) director within Washington's Department of Commerce and has served as its state director since 1993. He has worked in with WAP nearly 25 years. In his capacity as state director, Mr. Payne directs a unit of 35 employees working in weatherization, repair and rehabilitation, and lead paint programs. Mr. Payne currently serves as Treasurer on the Board of Directors for Energy OutWest, Inc., which he helped establish. He was also a member of the 2009 U. S. Fuel Poverty Tour delegation that toured London.
